The General Resolutions met in-person at the Hilton Lac Leamy Hotel in Gatineau, QC from June 8-11, 2026. The committee was tasked to review 16 resolutions.

Prior to the meeting, the PSAC’s Vice-President reviewed the assigned resolutions and determined that GEN 6, 7, 10, 12 and 25 were not in order. Therefore, the Committee did not deal with these resolutions. It was also determined that GEN 24 was considered a Late Resolution; which was addressed by the committee on July 6, 2026.

Of the 16 resolutions, deemed to be in-order, resolutions GEN 4 and GEN 5 were merged to become Composite Resolution GEN 4a) and Resolution 14 was divided, resulting in Divided GEN 14a and Divided GEN 14b.

Divided GEN 14a was then combined with Resolution FIN6, resulting in Combined Resolution GEN 14a. GEN 3 and GEN 9 were merged to become Composite Resolution GEN 3a.

GEN 6 was amended to become Amended 6a.

As such, a total of 15 Resolutions were debated. 8 received a recommendation of concurrence and 7 received a recommendation of non-concurrence (including the late resolution) by the Committee.

To note, as well, the Committee referred GEN 19 to the Finance Convention Committee. In addition, GEN 21 was originally FIN 4 and GEN 22 was originally CS 3. Both were referred to the General Resolutions Committee by their respective Committees, as they were to be combined with resolution GEN 13, which the Committee voted concurrence.

The priorities the committee established, for resolutions receiving concurrence recommendations were as follows:

  • GEN 13 – Fair rules on trusteeship
  • GEN 1 – Consuming alcohol at UNE meetings, training sessions and conferences
  • GEN 20 – Email address for each Local
  • Composite GEN 14A – Include employee pay originating from Isolated Posts & Government Housing Directive as Pensionable
  • Divided GEN 14B – Include employee pay originating from Isolated Posts & Government Housing Directive as Pensionable
  • Composite GEN 4A = Education for all PSAC members in solidarity with PSAC members working with temporary immigration status
  • GEN 2 - Dayforce
  • GEN 5 Clear language

The priorities the committee established, for resolutions receiving non-concurrence recommendations were as follows:

  • GEN 18 – UNE support for strategic campaign against precarious public sector work
  • Amended GEN 16 – Play therapy resolution
  • GEN 11 – Building a campaign around WFH
  • GEN 17 – Strategic campaign against precarious public sector work
  • Composite GEN 3A – Support for observers form small locals
  • Composite GEN 21 – Donation
  • Composite GEN 24 – Digital operational tool suite

General Resolutions require a simple majority of voting delegates (50% +1) in order to be adopted. Those resolutions that impact the PSAC would also have to be adopted by the same margin at the PSAC Convention (May 2027) to be adopted.

Resolution GEN 13
Fair rules on trusteeship

The Union of National Employees will request PSAC amend Regulation 18 of the PSAC Constitution to provide that, upon placing a sub-organization into trusteeship, the elected offices of that sub-organization shall be vacated for the duration of the trusteeship and the compensation attached to those offices shall cease for that period; that any affected officer shall return to their substantive position without prejudice; and that this administrative measure shall not constitute discipline, removal for cause, or the termination of any separate employment relationship.

The Committee recommends concurrence.


Committee Rationale:
The committee is in agreement that once a sub-organization has been placed in Trusteeship, any elected officer[s] should be vacated from their position and any form of monetary compensation should cease and said officer[s] be returned to their substantive position without prejudice. The committee is also of the view that Regulation 18 should be amended as such. This resolution also encompasses resolution CS 3, 7, et 46

Resolution GEN 1
Consuming alcohol at UNE meetings, training sessions and conferences

The Union of National Employees will no longer provide alcohol or other substances that may impair a person's abilities (e.g. cannabis) at conventions, training sessions or other meetings, particularly when paid for with members' dues, and this becoming effective upon the adoption of this resolution.

The Committee recommends concurrence.


Committee Rationale:
The Committee is in agreement with the proposed resolution, as it also believes that alcohol and any other substances should not be provided at UNE events.

Include Employee Pay Originating from Isolated Posts and Government Housing Directive as Pensionable

The Union of National Employees will launch a campaign for legislated changes to the Public Service Superannuation Act to include Isolated Posts and Government Housing Directive (”IPGHD”) allowances as pensionable income, and seek the support of PSAC.

The Committee recommends concurrence.


Committee Rationale:
The Committee is of the opinion that the UNE should launch such a campaign to address the applicable IPGHD allowances. This resolution also encompasses resolution FIN 6.

The Public Service Alliance of Canada will launch a campaign for legislated changes to the Public Service Superannuation Act to include Isolated Posts and Government Housing Directive (”IPGHD”) allowances as pensionable income.

The Committee is of the view that the PSAC should go forward with the launch of this campaign to address the applicable IPGHD allowances. This resolution also encompasses resolution FIN 6.

Composite Resolution GEN 4A
Education for all PSAC Members in Solidarity with PSAC Members Working with Temporary Immigration Status

Composite resolution of GEN 4, GEN 5

The Public Service Alliance of Canada will implement an educational campaign to provide members with resources and information on the topics of migrant justice and allyship, keeping pace with the other leading unions in Canada.

The Public Service Alliance of Canada will research, develop, promote, and make available a guide to help bargaining teams bargain strong Collective Agreement language that addresses the needs of members with temporary immigration status; in consultation with such members.

The Committee recommends concurrence.


Committee Rationale:
The Committee is of the opinion that an educational campaign would benefit temporary migrant workers in order to avoid systemic barriers.

The Committee is in agreement that such a campaign, in order to avoid using this organization, should be enacted.

Clear Language

Play Therapy Resolution

The Union of National Employees will advocate to governments and separate employers to include play therapists as an eligible type of counsellor whose services are covered under the all health care plans.

The Committee is of the view that this resolution lacked evidence to show that health care plans do not include play therapy.

The Committee is of the view that this resolution reflects an on-going campaign led by the PSAC.

Strategic Campaign Against Precarious Public Sector Work

The Committee recommends non-concurrence.

The Committee is of the opinion that this resolution refers to a condition of employment whereby the likelihood of successfully lobbying Treasury Board is less than likely.

The Union of National Employees will fund ONE additional observer to all UNE Conferences and Conventions from all small locals with 100 or fewer members in good standing 6 months prior to the event.

The Committee is of the view that adding an additional observer for/from small locals would be a financial hardship for UNE members.
